Steps to reproduce:

With health data reporting turned off, the service is apparently still running.

1) Went to Settings - Mozilla.
2) Unchecked
     a) Firefox Health Report
     b) Mozilla Location Service
     c) Telemetry
     d) Crash Reporter
3) Restarted the phone
4) Opened Mozilla, went to about:config, found datareporting service still creating activeTicks.

Also, in about:config, I cannot find: datareporting.healthreport.service.enabled. Perhaps the key name changed?



Actual results:

datareporting.sessions.current.activeTicks=31


Expected results:

datareporting.sessions.current.activeTicks=0
