1247207 - vct test environment setup can't survive some classes of failures

So, I was naively trying to get things to work from a git clone of the vct repo, and it turns out that after hitting bug 1247174 comment 0 and bug 1247174 comment 1 a little further along, that left docker images in a state where nothing can be recovered except for manually deleting everything, including the docker images.

I suppose you could also end up in a similarly bad situation if you create the docker images in a mercurial repo where the tip changeset is not pushed on hg.mozilla.org, but I won't pretend to know what's going on with the .vctnode file (and I don't feel like wasting another 2 hours to figure out).
