This script has not seen use since it was updated in Bug 1171819. Additionally, the moz.build generation code has already been (almost) bitrotten twice (by Bug 1179660 and Bug 1227248) Since it's not really that useful, the moz.build generation code should be removed since updating the moz.build file isn't that hard.

FYI, I'm working on adding some EKU tests to mozilla::pkix in bug 1248099. With that and some other changes, I'm thinking it will be safe to pair back the number of xpcshell EKU tests (and certificates) we have, which will further decrease the value of this generate.py file.

The relevant file will be removed as part of Bug 1199850, so there's nothing to do here now.
