+++ This bug was initially created as a clone of Bug #1172597 +++

AFAICT, only svn access was enabled in bug 1172597.

Rimas is in the scm_l10n group, AFAICT, but doesn't have an mercurial account bit set?

Also enable level 1 hg, please.
HG enabled. scm_level_1 was already set.
