When we set up an extralong <option> content, the select element is overflowing on thw window object and flows out of the screen under windows. Testcase attached. This bug needs confirm on other platforms and a regression range also would be necessary.

I don't think this is a regression - I see the same layout in Firefox 3 on Linux. Chrome displays the testcase the same, fwiw.

This is the size the select control should be constrained to, but it's overflowing.

While the workaround fixes the drop-down from the select. This is what happens when there is a fieldset within a div that should be constraining the width of the select control.

IE11 on Windows 7 displays the "overflow testcase" roughly the same as Chrome / Firefox.
Though the various browsers show it consistently, I still wouldn't consider it correct as the fieldset doesn't constrain it's width to it's parent.

Not necessarily, so we should rename this bug to make more proper
Summary: select option field overflows on the window object out of screen → select option field overflows on the parent when wrapped in a fieldset element
