User Agent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/48.0.2564.116 Safari/537.36

Steps to reproduce:

Options -> Privacy -> "Firefox will Use custom settings for history"
Uncheck "Accept cookies from sites"
Open a tab and navigate to a website
Close tab
Ctrl Shift T


Actual results:

For some websites, the list of recently closed tabs (History -> Recently Closed Tabs) does not update after closing (e.g. google.com, reddit.com), and Ctrl Shift T does not restore the tab.  

For others, the list does update and the hotkey works (e.g. en.wikipedia.org, wolframalpha.com)

Opening a tab, going to wikipedia, then google, then closing the tab, then ctrl shift t will reopen the tab on wikipedia with no history of google.  

Doing the same thing, but going back one page to wikipedia, then closing the tab will allow one to reopen wikipedia, and go forward in history to google.com

When cookies are enabled, everything functions normally. 


Expected results:

The list should update with all closed tabs, and ctrl shift t should be able to reopen any website.
