Details
It looks like the DTLS stack never gives up but just keeps retransmitting. We should have it fail.

Note that it will fail at the server (for <= 1.2) or server (for >= 1.3) if the last flight isn't re-transmitted within the holddown timer; however, retransmissions can in theory refresh this timer indefinitely.
