Experimental Features
---------------------
Steve tested Nightly 48. He says Nightly plays the video smoothly on the YouTube web page, but skips badly in full screen, worse than Firefox 45. However, the video plays smoothly again in Nightly after exiting full screen, whereas the video continues to skip in Firefox 45.

about:support says "Blocked for your graphics driver version. Try updating your graphics driver to version 9.6 or newer."
Steve is on Windows XP. He'll be getting video decoding using the Adobe GMP instead of Adobe Flash. That would explain why performance regressed.
Summary: YouTube skips with Firefox using WiFi. Internet Explorer 8 is OK on same laptop. → [WinXP] YouTube skips with Firefox using WiFi. Internet Explorer 8 is OK on same laptop.
Is ffvp9 support in 46 any better?
You may find it is a lot better in nightly with the improvements in basic layers performance.
