1256055 - Hello panel is noticeably clipped (e.g. scrollbar is only partially visible) if I place Hello at the end of Bookmarks toolbar

0. Launch new profile, move Hello button in the end of Bookmarks toolbar, enable Bookmarks toolbar
1. Open https://www.mozilla.org/en-US/firefox/nightly/firstrun/ in non-e10s window
2. Repeat 10 times: Open Hello -> click "Browse this page" -> wait a bit -> click "Disconnect"
3. Click Hello button

AR:  Scrollbar is only partially visible, because the whole Hello panel is partially clipped
ER:  Hello panel shouldn't be clipped. Scrollbar should be fully visible.
