1256337 - "View older" button from Comm Dash is not working

Steps to reproduce:
1. Sign in to MP-stage and load Comm Dash page https://marketplace.allizom.org/comm/
2. Go to an app with more than 5 comments and click "View older"

Expected results:
All comments are loaded.

Actual results:
Nothing happens.

Notes/Issues:
A 404 error is displayed in the console. All comments are listed correctly in app review page from Reviewer Tools. 
Verified on FF48(Win 7). Issue is reproducing on MP-stage and MP-dev.

This has probably existed for a while, but also only affects apps that need to go back beyond 5 comments.

We're going to WONTFIX this based on need and resources. Please reopen if it's more common than we suspect.
