I'd be interested to know what's happening differently on desktop vs. mobile.

This sounds like a platform issue, redirecting to snorp.

I can reproduce this, but not sure why there is a redirect loop. I'll investigate some more today.

My gut feeling, though, is that they are serving us a JS redirect that uses window.location (like t.co) instead of a header-based one, so it's more difficult to detect those.

I managed to reproduce this issue following the steps from the description on the latest Nightly build with a Samsung Galaxy S8+ Android 8.0.0.
Every time when I tried to access the link, I got redirected to the play store.

This doesn't affect Focus, because before redirecting to other apps it asks the user about leaving the browser and that can be stopped.
