Bug 1211542 implemented domain collection but it's turned off with loop.logDomains pref. There was a desire to not have this turned on for release but on for beta/aurora/nightly. Telemetry if on by default for all but release. FHR is on for all by default. Should we get rid of the loop.logDomains pref? Should we have some additional channel checking logic in addition to the telemetry pref? Should we also have some remotely controlled rollout like in bug 1239965?

If FHR is explicitly turned off then we want to suppress the reporting regardless of any other logic. An independent setting for logDomains seems reasonable to keep. I'm assuming we can change the logDomains default setting based on the release channel? I don't see any need for a remote controlled rollout.

We did some review out-of-band, but I'm afraid I overlooked a review of the specific implementation, documented in Bugzilla. I have created Bug 1261467 to rectify. Note the feature is and will remain pref'd off pending that review.
