Per bug 1254806 comment 24:
"Same reason as test_default_background.xul"

(That "same reason" being: "window.open works differently in mochitest-chrome, I _think_ it lets you specify a xul file to be the chrome of the new window (not loaded as a document inside the window). Somehow that will need to be able to be done in another test suite.)
