Steps how to reproduce with  en-US SeaMonkey 2.40 final Mozilla/5.0 (Windows NT 6.1; WOW64; rv:43.0) from official download page,  Gecko/20100101  Firefox/ 43.0  Build 20160120202951, (Classic Theme) on German WIN7 64bit:

0. something which will work:
1. Install SeaMonkey Spanish Language pack from 
   <http://www.seamonkey-project.org/releases/> → Menu 'Edit → Preferences
    → Appearance → UI-Language = Spanish'
2. Relaunch SeaMonkey → Launch Chatzilla using icon in Status Bar
   » CZ Launches with English UI                                     :-(

3. Install chatzilla Spanish Language pack from

Additional Information:
a) Symptom: In Add-Ons-manager only Spanish CZ language will be shown,
   German one is missing.
b) german LP structure is completely different to structure of German
   CZ LP
d) I have no competence to decide whether the problem is in the LP or
   in SeaMonkey
e) Sor a Test I replaced the Header of install.rdf of the German Language Pack by the Spanish header. I removed Spanish CZ-LP from SM and installed my "ChatZilla Deutsch (DE) Language Pack 0.9.92" with modified header: everything works fine, installed LP is shown in add-ons-manager and CZ has German UI.

f) Not "[easyconfirm]". With a newly created user profile
f1) The problem with not-German-UI is not reproducible for me
f2) But also here the installed add-on will not be listed in add-ons-Manager

f2): but it's listed in "Languages" of add-ons-manager, so this problem does not
     exist iwth nely created profile.
a): Nonsense, I should have looked into add-on-manager "Languages"
d): see (f)
e): interesting gambling, but irrelevant  
f): further research showed that in my normal user profile I had an inactive 
    "ChatZilla Deutsch (DE) Language Pack 0.9.92 ".
f1) After having activated it CZ UI was in German as expected 
f2) After removal of that LP new installed German CZ languagepack worked
    as expected, immediately active after installation.
f3) My hypothesis: switching to a different Version of SM when using my normal
    User Profile switched German CZ LP to "inactive" because of lacking
    compatibility, and it became not switched back to "active" after
    having changed back to 2.40 (what might be a bug)
    I will do some further tests to verify my hypothesis and to 
    exclude the possibility of other issues.

I am now halfway sure something changed in the last few months. Previoulsly the maximum version number was not checked. Now it needs to be a valid for the langaage pack too and that is imho what breaks the language pack from amo. Didn't have time to look into it.
I was not able to reproduce the problem "Chatzilla Language Pack disabled for unknown reason", so I close this one for now.

Thank you for the hint, I will follow up this problem directly with the authors of "Spanish (Spain) ChatZilla 0.9.92 " or in a separate bug.

I see this in my private builds if I upgrade. The updated language pack is not picked up and the one from amo doesn't work. Need to manually select the one from the distribution directory.

I am no sure whether I understand the details: You update a 2.39 German SM with 2.40, Install from AMO "ChatZilla Deutsch (DE) Language Pack 0.9.92" because of "Bug 1244467 - Localized Builds: Chatzilla language pack missing from Seamonkey installer package" and see AMO CZ-Language Pack not working?
This is a local Windows build where make installer just does fine and includes the chatzilla.xpi and the chatzilla language pack xpi. Not sure what messes up the inclusion of the language packs in Adrians and official builds. Might have to do something with the l10n merge or a parameter I didn't set locally. When bug 1244467 is fixed this bug here might become reproduceable with the official builds.
