12623 - edit/preferences has a bunch of problems

Description

edit/preferences/navigator  i select messenger and navigator at start-up.  only
navigator starts

edit/preferences/navigator/languages   nothing there on my box

edit/preferences/mail&newsgroup/return receipts  there are two identical options
"return receipts for some messages",  and the "customize" button does nothing

edit/preferences/offline and edit/preferences/offline/download are the same
window

I believe all of these are known issues and duplicate of many other bugs (7990
was the granddaddy of them all, but has been superseded by other bugs in the
11000 range). I'm not going to change the resolution yet as one of the issues
presented here may be new; that will take me time to investigate.

Other bugs are fixed
bug 13787 has the mail bug in it and there are other bug
coving the other bugs

Bulk move of all Pref UI component bugs to new Preferences component.  Pref UI 
component will be deleted.
