i've been investigating why sometimes tests skip.

from my last run of 37 tests, three failed for the same reason:

> failed to create endpoint happy_ramanujan on network bridge:
> Bind for 0.0.0.0:20098 failed: port is already allocated

as far as i can tell this is happening because pylib/mercurial-support/run-tests.py makes no effort to check that a port is in use before using it.
