1267974 - Please deploy location tag 20160427100000 to STAGE

Please deploy location tag 20160427100000 to stage, once we have the new-hiera-secrets work being completed.

This release is extra special, as it depends on two PRs and has one extra manual step after the DB migrations:

* https://github.com/mozilla-services/puppet-config/pull/1950

I think we don't use the monitor or heartbeat URLs in pingdom, but that would be one more place to check.

We also have three normal DB migrations (reverse order):

6ec824122610 -> 1bdf1028a085 (head), extend export config
4255b858a37e -> 6ec824122610, add export config
27400b0c8b42 -> 4255b858a37e, remove user/score tables

So 1bdf1028a085 should be the DB revision after the upgrade.

After the DB migrations have been done, but before any of the other stacks are created, we need one more totally manual step:

- Open a shell on the admin host.
- Open a MySQL prompt via the handy alias: location-mysql
- Inside the MySQL prompt, paste the contents of the manual SQL file. Since this file contains secrets, I'll email it.
