Steps:
1. Install N6.2.1 on a SC WinXP.
2. After installation, observe the browser launching.

I have no idea what "SC" Windows XP is. But if only Netscape 6.2.1 is having
problems then it's not a Mozilla bug and should be filed in Bugscape.
