Details

All of our libraries are currently in major revision 0.  Semver defines that as a special, "anything goes" major revision, and npm follows suit.

Let's bump everything to 1.0.0, and follow semver from there.

  taskcluster-lib-app
  taskcluster-lib-loader
  taskcluster-lib-scopes
