Steps to reproduce:

I have multiple tabs open and am closing some of them. I have ONE tab without the 'x' to close it AND the close option (right button click) menu has "close" greyed out.

Expected results:

Make ALL tabs behave the same except for the known border cases (close all gives a popup), etc.
Somehow the tab was marked as protected. I did not change this setting. Would FF change this setting?

I have tested this issue on Ubuntu 14.04 x32 and Fedora 23 x64 with the latest Nightly(50.0a1-20160606131341), with a clean profile and no add-ons installed and could not reproduce it. I've opened several tabs in the browser, hovered on each one of them and the "x" and the "close tab" option we're both enabled.

There is no "Protected tab" by default in Firefox. However after future investigation, I've found that this option is available if you have some kind of tab customization add-on. 
For example if you have installed "Tab Mix Plus", you might have this option selected and have encountered protected tabs in your window. 

Do you have any add-ons installed? Can you please retest this using latest Nightly build and report back the results? When doing this, please use a new clean Firefox profile, maybe even safe mode, to eliminate custom settings as a possible cause (https://goo.gl/PNe90E).

I DO have tab mix installed. This is the first time I have ever seen a protected tab. As far as I know, I have NOT protected any tabs though. I think this bug could be closed without any problems. If I encountered again, I will direct it to the tab mix people.

Considering the fact that I cannot reproduce this and the fact that the reporter was able to reproduce it using the tab mix add-on, based on comment 3, I will mark this as Resolved-Worksforme.

If anyone can still reproduce it, feel free to reopen the issue and provide more information.
