Do you want a specific group of individuals (bugzilla group) to be the only ones who can set + or -? Also do you have a description for the flag?

I don't want it to be too restricted, as I'd like the ability to set it to ? to be available to basically all of platform engineering.  If there's a large permissions group for all platform engineering that would be good.  Plus the EPM team (my group).

Hello, I see that was created as a 'flag' rather than a 'tracking flag'.  Can I please get this moved over?  As a flag I can't used it for batch changes and queries the same way.
