1280945 - Allow configuring Camera and Microphone from the Control Center

If we move the permission notification for Camera and Microphone to be anchored to the "i" icon, we may need a way to change which camera or microphone is used form the Control Center, according to the design linked in the URL field.

I think Florian told me that he discussed this with the platform people and the consensus was that the web app should be providing the UI to change devices, not the browser. Florian can you confirm?

This is wontfix per the discussions I had last week with the WebRTC team (and a similar discussion I had before over IRC in #media).

Note that the mockup linked in the url field is obsolete. The current version of the same mockup is https://mozilla.invisionapp.com/share/AF71R266U#/screens/143001431 but this still needs changes, as the device selector dropdown will be removed in the next version.
