Steps to reproduce:

1. CTRL+J to open Downloads tab
2. Press Tab 3 times and down arrow once to highlight a downloaded file
3. Press CTRL+W to close the Downloads tab


Actual results:

Download tab stays open


Expected results:

Downloads tab should close

Or just tab once (puts focus in "Clear List").  Anything which moves focus from the tab bar

Yeah, for e.g. Addons tab or Calendra tab Ctrl+W works.
I think this is because the whole contents of Downloads tab is inside a <browser> and is a <window>. That may eat our hotkeys. So I can try to add Ctrl+W support explicitly (it a tab can close itself).
