[Testing Steps]
0. Paired Fennec and TV
1. Launch Browser app and browse some website
2. Press HOME key to bring up HOME menu

[Expected result]
Remote control action should be work on HOME menu

[Actual result]
Remote control action does not work on HOME menu but still on browser app.

It's hard to reproduce, I only reproduce this issue once. Please refer to the attachment to see if any abnormal.

For TV I don't see anything abnormal so far. Suggest using keyboard or nexus player remote control to test home key behavior when this happen.

Does this only happen when using remote-control service? or it also happen when using physical keyboard?
