In the admin panel it is possible to specify whether a search filter[0] should function as an "AND" or a "OR". But right now filters work as "AND" regardless of which preference is selected for the operator.

Steps to reproduce:
1) Re-enable "I'm learning" search filter
2) Search documentation for "border-radius" with default filters
3) See a bunch of results
4) Add "I'm learning" filter to search
5) See MORE results
Expected result:
Fewer results. Results only tagged with matching topics AND beginner.


Once this is fixed we can re-enable the skill level and document type filters.
