Actually the hover color for the .emailDisplayButton in message header is orange. This color does appear nowhere on OS X. We should use a color which is known on system.
This patch uses the blue from the 10.11+ buttons, I know for older OS X it's also not really native, but better than orange. I tried Highlight but this is too glaring for the hover.

So with this, the active state is no longer used?

No, because the icon is now white on blue on hover and where is no good usable active state.
I also never liked this orange, but it was even worse before TB 9, see Bug 684376.
