1293473 - default view should have "People who need to set their manager" expanded

The default view of https://phonebook.mozilla.org/tree.php is that the entire phonebook tree is expanded, except for the "People who need to set their manager" at the bottom.

This tends to hide the "People who need to set their manager".

For equal visibility into all of the organization, it seems like "People who need to set their manager" should also be expanded by default rather than hidden.

This is now deployed to production. :dbaron, there's one user still shown there, a Travel account. We're going to develop a mechanism to hide those users from the org tree, but that's no reason to further delay this bug. CHG0010835.
