Details
Base compiler flags like -sysroot and related flags need to move to python configure for further compiler checks to work properly.

BTW, Chris, can you double check that bug 1269517 didn't make python configure return wrong information on android builds?

Answering to myself: that was dealt with with extra_toolchain_flags in android-ndk.configure.
