It seems that it is still possible that the EventListener fail to receive events even we have ensured the execution order.

I will look into it and try to reproduce it on my local machine.

It is also weird that it only happens under windows.

Hmm. So it only happens under windows, and only on opt/pgo builds, mostly pgo. That makes this rather nasty to repro. Best thing I can figure out to do is run a local test look with a windows opt build, with console print instrumentation or something. :/
