worker type validation should handle "InvalidParameterValue: Value () for parameter groupId is invalid. The value cannot be empty" (requesting security group which does not exist)

If a worker type is specified with a security group that does not exist, we should mark the worker type as unlaunchable and inform the user of the missing security group.

This will validate that the security groups for the worker type are present.
