Pushing to try-comm-central generates try jobs which builds against
mail.

It's not really that great if we want to test our own patches against
suite.

Perhaps it's time we setup our buildbot infra to build try-comm-central,
with the condition that if try-comm-central pushes touches suite/ and/or
mailnews/,  it goes building.. otherwise, it ignores..?

(of course, this will certainly backlog our infra, which leads me
to wonder if we can get it done elsewhere, even if we limit it to
one builder for each platform?)
