We should implement a minimally-viable API for using GeckoView in an Android application.

Note: besides implementing the API itself, the code we land in this bug should include Javadoc documentation of the API, unit tests that test it, and a sample Android application that takes advantage of it.

However, the API doesn't have to be "complete" in the sense of being ready to ship in a stable release that we intend to be useful for a broad array of cases.  This bug only tracks the minimum surface that is sufficient to begin testing, researching, and then further evolving the API.  Something like the original GeckoView API.
