After we've gotten rid of the last of the job artifacts, we should just get rid of the artifact model and replace it with a set of functions that do the things we need.

This removes the datasource parts of the artifacts model, though the abstraction is still around. I'm in a bit of a rush to finish up the ds removal refactoring and move on to other things, so I might leave that last bit of cleanup to later.

Bug 1301477 - Disable external facing artifact endpoints and API's (#1965)

* Can no longer store raw artifacts (anything treeherder doesn't understand
  is ignored)
* Attempting to retrieve an artifact now returns a 405 (not allowed)

Cam, could you take a look at this since James is going to be away for the rest of the year? It should be a relatively fast review (there are no functional changes).
