This wasn't intermittent at all, it was a patch which landed on autoland fixing the timeout before the annotation about this test timing out merged there.

I'm in the middle of cleaning up the annotations for this directory while trying to make Win10 happy and will get this while I'm at it. I can confirm on Try that OSX is as reliable as Windows at this point.
