User Agent: Mozilla/5.0 (Windows NT 5.1; rv:48.0) Gecko/20100101 Firefox/48.0
Build ID: 20160823121617

Steps to reproduce:

My Windows account is a domain account that uses folder redirection. So My Documents folder is located on the server rather than on my local computer. The server is now down so My Documents isn't available.
I'm unable to save any file in FF: pressing Save File in Opening dialog does nothing.
I'm forced to cheat: I select Open with, then press Browse... and select WinRAR. Of course it can't open the file 'cause it's not a WinRAR archive but then I'm able to access the downloaded file in %Temp% folder.
Unlike FF, IE behaves properly in this situation: it reports that Downloads folder is unavailable and open Save To dialog.

Actual results:

Nothing.

Expected results:

Save To dialog should appear.
Component: Untriaged → Networking: File
Product: Firefox → Core
I am not sure this is networking error it is more Download Manager that should correctly handle the error.
Component: Networking: File → Download Manager
Product: Core → Toolkit
I can't change default download directory from 'Downloads', too. So I think Download Manager has nothing to do with it.
