As per my comments in bug 130528, filing new bug for enhancement request.

Reproducible: Always
Steps to Reproduce:
1. Position caret in a textarea
2. Hit <Enter> to position caret on next line, and type a couple of words
3. Move cursor back up to first line
4. Hold down <A> key until the line exceeds the width of the textarea and the
textarea scrolls to the right
5. Hit down arrow key to move back down to second line

Actual Results:  Textarea scrolls to the left just far enough to show the caret,
but not far enough to show anything useful

Expected Results:  Textarea should scroll left a bit further - enough to see at
least a few characters of the word to the left of the cursor, but preferably the
whole word (as long as the word doesn't exceed the width of the textarea).
