Given that things are moving towards WebXR now (see bug 1419190 et al), should this bug be morphed into "Support VR mode of WebXR on Linux" instead?

Indeed. I've updated the title to reflect this. The Linux specific work should be the same for WebVR and WebXR.

Valve recently released an OpenXR Developer Preview For SteamVR so now there are professional OpenXR implementations available for both Windows and Linux. Will Firefox support WebXR over OpenXR running on Linux in the near future?

We have plans to enable OpenXR for Windows and Android, which should make the Linux port easier.
Experimental Linux support was done in Bug 1310663. This would require some work to update. In particular, it had some Vulkan dependencies which we had not yet determined how to integrate.
I'd suggest revisiting this once OpenXR lands and determine the work required.
Any community contributions before then would be gladly welcome.
