As discussed at the taskcluster-nightly meeting today, we should swap date to use L2 stuff rather than L1 stuff. 

This could have impact for testing on try, and if so we should probably revert and/or figure out a way to keep this testing on try.

I forgot to update the cache level numbers, but with fixing that desktop decision task went fine, and I just triggered a new android decision task with the --level2 stuff.

Lets see if these tasks all complete fine.
