I have a basic tool ready. It lacks some big features:

1) The webhook tells us it has changed status. Right now it just raises an error.
2) If a Rev.com orders has indeed finished, right now you need to manually click to download the .dfxp or .srt file and manually upload it on the Closed Captions admin page. 
3) No cron job to back up the webhook.

Oh, and the access to submitting and querying Rev.com orders is pinned to the same permission for managing closed captions in general. It's the 'Can change closed captions' permission.
