We need a way to persist list of pinned items somehow (or "tag" history items as pinned), UI to display them, and telemetry to track their usage ("pin this" actions, as well as interactions with pinned items).

Correction: we already have a way to pin sites. Currently they're displayed as the part of Top Sites, ahead of other items, so we might consider doing the same for AS. This leaves us with telemetry and "adjust the AS top sites query" bugs.
