In at least Linux and Win98SE, selecting Address Book from Tasks opens the
address book but then the browser comes to the front.
Workaround: select address book from task bar after opening.
This bug was introduced in 0.9.9 (both platforms) and was still present in the
3/14 nightlies. 0.9.8 works correctly.

Actual Results:  Address Book opens and is quickly covered by Browser.

Expected Results:  Address Book should remain on top and have focus.
I did not observe this bug running with 22 March nightly 2002032203 on a Win98
installation on VMware virtual machine on Linux.

On Linux with 2002031408, the bug did not occur with a clean install (deleted
~/.mozilla before running mozilla-installer). Bug does occur with much-used
~/.mozilla directory and a complex Task/Address Book having several address
books within it.

I am unable to install 23 or 22 March nightly on Linux right now (getting 
Failed to load overlay chrome://editor/content/editorTaskOverlay.xul" and
"Warning add child failed!" messages.

I can repeat this on Windows 98 with build 2002040503. I had this
behaviour with the 0.9.9 as well on Windows 98. It can be very
confusing when the Address Book ends up behind the Navigator window.
I can confirm that this happens also on Windows NT and Mac OS X. In my case
(both platforms), it only happens when the History Sidebar tab is open. With
other Sidebar tabs open, the Address Book opens on top like it should. By the
way, this happens however you open the Address Book: From the Component Bar, the
Window menu, or the shortcut key.
Judging by comment 4, this may have had to do with now fixed bug 128322
Are anybody still able to reproduce this with current builds?

Still WFM, RH7.3, Gnome2, Sawfish.
This was fixed for me several revisions ago.
Sorry, I completely forgot about it.
