Details

Can't let DOM/JSComponentLoader/etc. control lifetime of JSRuntimes.

Runtime svc should construct on first Get and destroy when it's shut down.
Requires changes to dom/src/base/nsJSEnvironment.cpp,
js/src/xpconnect/src/xpcruntimesvc.cpp and
js/src/xpconnect/loader/mozJSComponentLoader.cpp.
