Automate the maintenance of suggested reviewers for a component by looking at review activity.

A pool of reviewers for a component should come from who has been doing reviews, but we need to do some weighting:

1. a person who has been lots of reviews recently should be given a 'break' and moved lower in a list of reviewers.
2. a person who has done lots of reviews 6 months ago (this is an somewhat arbitrary timerange) may no longer be relevant to reviews for a component

We'd also need a way to mark someone as out of the pool (not working on the component, account disabled, on leave/away/gone)
