If the frequency goes up after landing bug 1250356 (or if it's simply too high for any reason), we will disable this test on android emulator - in general, android emulator timeouts are being disabled; autophone (real android emulator) tests are green.  Android emulator is just Too Slow to work properly.
I'll skip this today, as suggested in comment 4.
