The immediate answer is that the "platform" parameter gets in the way. In a previous bug we fixed a bug whereby the platform parameter wasn't being used at all. 
There are no crashes for FennecAndroid that are Windows, or Mac OSX or Linux. (well, actually there are some few under "Linux" http://socorro.dev/search/?product=FennecAndroid&date=%3E%3D2016-11-22T21%3A49%3A00.000Z&date=%3C2016-11-29T21%3A49%3A00.000Z&_sort=-date&_facets=signature&_facets=platform&_columns=date&_columns=signature&_columns=product&_columns=version&_columns=build_id&_columns=platform#facet-platform)

I think the easiest solution is to NOT bother with the 'platform' parameter if choice, by the user, is to have all boxes checked. 
I'm surprised this hasn't bitten us before.

It has not. It's sitting on stage waiting to go out. We've been in a change freeze since before Thanksgiving. We're validating the changes now and aiming to push today.
