Sometimes, developer needs the environment to debug failures from treeherder. But it takes time to setup the exact same environment as treeherder and it would take extra time to catch the intermittent failures.

If we could get the loan machine with build/testing framework ready, it could save developer time. And it would be great to snapshot the failure environment, developer could just re-trigger the testing with debugger by request.

Note explaining the priority level: P5 doesn't mean we've lowered the priority, but the contrary. However, we're aligning these levels to the buildduty quarterly deliverables, where P1-P3 are taken by our daily waterline KTLO operational tasks.

mreavy and garndt were just exchanging email about this. Putting this into the TC queue for the time being since the majority of loaners will be provisioned in AWS. Our story will undoubtedly be different between AWS and hardware.
