1325916 - Drag and drop of webpage favicon to Bookmarks Sidebar creates bookmark from wrong browser tab or even "about:blank" bookmark

Steps how to reproduce with Server-Installation of  unofficial (by FRG) en-US SeaMonkey 2.50a1 (NT 6.1; Win64; x64; rv:53.0) Gecko/20100101 Firefox/53.0 Build 20161219235428  (Default Classic Theme) on German WIN7 64bit:

Click favicon left from URL in Location bar, drag and drop favicon to arbitrary folder in Sidebar-Bookmarks-Panel.
Expected: correct bookmark
Actual: "About" or "about:blank" bookmark will be created.

I see this several times a day, but until now I do not know how to make this problem reproducible reliably.

a) nothing interesting in Error Console
b) Creating bookmark from 'Menu → Bookmarks' works fine

c) More often I see that drag and drop creates bookmark form wrong TAB

0. Close all Browser TABS → Quit SeaMonkey 
1. Launch Browser
   » for unknown reason reasons it will not show default page
2. Click 'Home' in Bookmarks Toolbar
   » default web page appears
3. With 'Rightlick → open in new TAB' open 3 Bookmarks from Bookmarks toolbar
4. Because of preference “Do not change to new TAB”: click most right
   TAB header
   » View changes to contents of most right TAB
5. Click on most left TAB header
  » View changes to contents of most left TAB (default page)
6. Drag and drop favicon in Location bar to arbitrary folder to
   arbitrary folder in Sidebar-Bookmarks-Panel.
   Expected: Bookmark of default home page created
   Actual: bookmark of page in most right TAB's web page created.

e) Steps to reproduce also work with newly created User Profile

   Build 20161211141438  (Default Classic Theme) on German WIN7 64bit
g) also REPRODUCIBLE with Server-Installation of  unofficial (by FRG) en-US
   SeaMonkey 2.50a1 (NT 6.1; WOW64; rv:53.0) Gecko/20100101 Firefox/53.0 
   Build 20161219235939  (Default Classic Theme) on German WIN7 64bit
   So not 64bit related

Hello,

I can reproduce this issue in the latest Fx beta 72.0b10 on Windows 10 x64, Windows 7, Ubuntu 18.04 and mac OS 10.15.

The steps I used to reproduce this issue:
1.Open the Library (Ctrl/Cmd+Shift+B) \ (Ctrl+Shift+O).
2.Right-click inside the Library panel and choose New Bookmark.
3.Drag and drop any link in the Location bar.
4.Click on Add button.

You should see that a new bookmark is created with the location about:blank.
