Changing zoom level using Ctrl+"+" works differently from Ctrl+Mouse wheel scroll, so it's possible to get 97% and 103%

STR_1:
1. Set zoom level on this page to 100%
2. Press Ctrl+"+" 3 times
3. Hold Ctrl key, rotate mouse wheel down 3 times
AR: Zoom level is set to 103%
ER: Either X or Y
X) Changing zoom level via keyboard should work the same way as via Ctrl+mouse wheel scroll
Y) Strange values like 103% and 97% should be prohibited. Reference:
Ctrl+"+" only switches between predefined values, it rounds off the numbers (when I set zoom level
to 130% or 140% using mouse wheel, pressing Ctrl+"+" changes zoom level to 150% in both cases).
Note:
Fractional zoom levels 103%, 97% are NOT equal to 100% visually, as they cause numerous layout bugs.

User Agent: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:50.0) Gecko/20100101 Firefox/50.0 Firefox: 50.1.0, Build ID: 20161208153507 I have managed to reproduce this issue on the latest Firefox (50.1.0) release and latest Nightly (53.0a1) build. Is also reproducible if you zoom out the page.
