STR_1:
0. Open any application, e.g. Notepad++
1. Click Firefox button on task bar (assuming that it's already launched) to switch to Firefox window
2. Open bookmarks panel
3. Right-click on any bookmark item that provides context menu.
4. Right-click on any bookmark item that has menuitem "properties"
5. Click on menuitem "properties"

AR:
Step 4 - Firefox window looks not focused
Step 5 - Application from Step 1 briefly appears on top of FF,then FF window becomes foreground again
Also, Firefox window is focused, and properties window is not focused.
ER:
Firefox window shouldn't cause blinking and should stay in foreground.
 "Properties" window should be focused.

Tested on Windows 7 64bit with FF Nighlty 49 and FF Nightly 53.0a1 and I couldn't reproduce it.

Please try to reproduce it on your end, on the latest nighty to see if this problem persists.

Are you sure you have tested it on FF 32 bit, not FF 64 bit? Updated "Actual result" in user story.
Try is again with the updated AR, this is another manifestation of broken window handling in FF.

Reproducible in 50% of cases. Anybody who wants to test it, should test it at least 10 times in a row.

It makes no sense for me to test same bug again and again if nobody reproduced it on reported version.
"again and again" means that WHEN bug gets ignored for ~17 month, as Mozilla likes to do, then new people visit the bug and ask "is it still reproducible" each time. Mozilla should find an experienced tester and have a way to reliably reproduce the bug on their end (forever), rather than asking me.

Tested on Windows 7 64bit with FF Nightly 53.0a1 32bit and I can reproduce it but only after many tries, so it's not reproducible every time.
