Details

When we upstream changes that don't pass the upstream CI, it makes it harder to get stuff done upstream: https://github.com/w3c/web-platform-tests/issues/4501 . We should find a way to run the upstream lints on our own CI to avoid this problem (Servo does this already via https://github.com/servo/servo/blob/68ecb0484739ffacc4e76b4cbf54bcf20e5cca2b/servo-tidy.toml#L7 and https://github.com/servo/servo/blob/68ecb0484739ffacc4e76b4cbf54bcf20e5cca2b/python/tidy/servo_tidy/tidy.py#L971)
